Urban Park Over I-95 in Wilmington

Movement Growing For Outdoor Pedestrian Space Over Interstate

In March 2021, a group of state lawmakers from Wilmington sent a letter to convince U.S. Transportation Secretary Pete Buttigieg — and by proxy President Biden — to endorse a plan to put a roof on top of I-95 and build an urban park on top, WHYY news reports.

The park would potentially be built in Wilmington’s West Side where the interstate runs through Sixth, Seventh and Eighth streets to connect the Cool Spring, Quaker Hill, Trinity Vicinity, Hilltop, Tilton Park and West Center City neighborhoods, Dorsey Walker said.

The Wilmington Area Planning Council (WILMAPCO) has included funding for a study of the project in a draft of its United Planning Work Program. The $2.4 million study includes $100,000 to explore the I-95 cap project.

Benefits to the park include:

  • Bridging and building communities long ago divided by the highway
  • Access to safer urban outdoor recreational space
  • Safer non-motorized travel access to and from the city
  • Increase in urban outdoor recreational space
  • Fostering environmental justice

Block Parties and Open Streets Wilmington

The West Side Grows Together network, a group of organizations trying to revitalize the community in Wilmington’s West Side, has held some weekend takeovers on I-95 overpasses for block parties in an effort to connect people who live on either side of the highway. [WHYY 4/25/21]
